Main functions of Enterprise Management Office

Responsible for foreign investment project’s setup at the early stage and modification approval management at the late stage.

Responsible for issuance of productive capacity certification and processing trade license for processing trade enterprises in the zone.

Responsible for filling of enterprise’s right to import and export and recognition of advanced-tech-oriented enterprise and export-oriented enterprises.

Responsible for statistics of foreign exchange earnings through export, registered foreign capital and increased capital.

Responsible for declaration of international market development fund for SME and declaration of Chinese side registered capital financial aid in the key joint venture project of Dalian local enterprises.

Coordinate relations between the zone’s enterprises and its relevant organizations, such as Foreign Trade and Economies Bureau, Administration for Industry and Commerce, Tax Bureau and Administration of Customs.

Assist the relevant department in propelling soft environmental construction.

Main functions of Comprehensive Management Office

Responsible for the organization and implementation of the zone's investment attraction;

Responsible for the foreign affairs management of Hghi-tech Zone, including the formulation of business trip plan, approval and transaction of formalities for going abroad, report of visit statistical statement, and approval of foreign invitation, Taiwan visit application and APEC business travel card for the zone’s enterprises; responsible for coordinating working relationship with the city foreign affairs management relevant departments.

Responsible for the personnel management of Investment Promotion Bureau, including staff entry, demission, personnel file management, personnel assessment and other personnel related work; responsible for coordinating working relationship with the district personnel relevant departments;

Responsible for the financial management of Investment Promotion Bureau, including the application and verification of investment attraction expenditure and all kinds of special funds of the foreign representative office in the bureau and other relevant financial work; responsible for coordinating working relationship with the district financial relevant departments;

Responsible for the file management of Investment Promotion Bureau, including meeting organization, messages’ reception, dispatch and approval, official seal management, secretarial archives management and other daily government affairs.

Responsible for the inspection and supervision of Investment Promotion Bureau, including inspection and supervision as well as coordination over key tasks and major projects of city, district, bureau or the foreign affairs office.

Responsible for the fixed assets management of Investment Promotion Bureau, including application, registration, management, retirement of fixed assets.

Responsible for the logistics support of Investment Promotion Bureau, including reception, vehicles, logistics, newspaper subscriptions, and other administrative support;

Responsible for the management and service of unions and old cadres of Investment Promotion Bureau.

Other work assigned by the bureau leaders.

Main functions of Coastal Areas Development Office

Responsible for organizing and recommending the zone’s infrastructure projects to declare Liaoning Coastal Economic Zone key parks’ infrastructure construction special funds;

Responsible for organizing and recommending the zone’s enterprises to declare Liaoning Coastal Economic Zone key parks’ industrial projects interest subsidy;

Responsible for the monthly monitor report and the relevant information statistical work of key parks of Liaoning Coastal Economic Zone;

Responsible for the zone’s promotion, investment promotion and other work assigned by leaders.

Main functions of Investment Service Center

Responsible for coordinating the related departments to provide professional services such as cognition, finance, law, tax and banking for the zone’s enterprises;

Responsible for the establishment of file store for enterprises settled in the zone;

Responsible for setting up service hotline, emergency hotline and service specialist for the zone’s enterprises;

Responsible for the company visits and research work;

Responsible for the construction of the zone’s enterprise service website;

Responsible for the compilation of the zone’s living infrastructures handbook;
